"Anything with the name 'independent' on it seems to be on the endangered species list," FCC Commissioner Michael J. Copps told the recent Future of Music Coalition conference in DC. "But there is so much more creativity across America than the lowest common denominator entertainment from Madison Avenue."
Copps suggested the indie share of primetime hours on TV and radio should be 25%-35%. He said a proposed rule-making on independent programming could be put out for public comment in fairly short order, as CCVM has been advocating since last year's controversial FCC media ownership proceeding.
Commissioner Copps's call for a minimum percentage of independent non-network programming on TV also parallels the public interest obligation for digital TV broadcasters proposed by CCVM and its partners in the Public Interest, Public Airwaves Coalition.
